Fraud and scams are no longer isolated incidents—they’re a national crisis. Every day, criminals steal an estimated $430 million from Americans, exploiting digital platforms, financial systems, and communication networks. These scams fund transnational criminal organizations and erode trust in our economy and institutions.

To address this growing threat, the Aspen Institute Financial Security Program has released the proposed National Strategy to Prevent Scams, developed in collaboration with more than 80 organizations across government, law enforcement, private industry, and civil society. RH-ISAC is proud to support this effort and contribute its expertise in fraud prevention across the retail, hospitality, and travel sectors.

The strategy marks a turning point in how the U.S. responds to scams—treating them not just as consumer protection issues, but as systemic threats to national security and economic stability. It calls for a whole-of-ecosystem response, emphasizing stronger coordination, modernized legal frameworks, improved law enforcement capabilities, and better support for victims.

RH-ISAC’s work directly aligns with the strategy’s goals. Through its Fraud Defense Forums, monthly intel calls, and working groups, RH-ISAC fosters real-time collaboration among cyber and fraud teams. These initiatives break down silos, accelerate threat detection, and empower members to respond swiftly to emerging scams.

RH-ISAC also leads strategic partnerships, including a pilot program with Meta focused on scam ad suppression and fraud signal sharing. Its use of the Malware Information Sharing Platform (MISP) enables members to tag and act on fraud indicators with precision, while its contributions to the NRF Retail Fraud Taxonomy help standardize fraud classification and mitigation strategies across the industry.

The National Strategy outlines actionable recommendations for both public and private sectors, including:

  • Elevating scams as a national security priority
  • Enhancing law enforcement tools and data-sharing capabilities
  • Establishing safe harbors for companies acting in good faith to suppress scams
  • Improving consumer education and reporting mechanisms
  • Exploring the creation of a U.S. National Anti-Scam Center

RH-ISAC is committed to advancing these goals and continuing to build a collaborative ecosystem that strengthens fraud defenses across industries. As the strategy gains momentum, RH-ISAC will remain a key partner in driving innovation, intelligence sharing, and coordinated action.

Scams are a shared threat—and fighting them requires shared responsibility. The release of this strategy is a critical step toward a safer, more resilient digital economy. RH-ISAC encourages its members and partners to engage with the strategy and join the movement to prevent scams at scale.
